This functionality is not currently in OSTF, Rally or Tempest. Sampath to address describing the Gaps in the Alternatives section of the Spec (https://review.openstack.org/#/c/443504/) This framework can also be applied to a containerized environment. The framework would have different plugins for different cases. New fault generation mechanism can be added by a new plugin.
