First Draft LCOO 2.0

This deck was introduced in the October 26 general Meeting. The purpose is to review and come to consensus over the revised LCOO mission, scope, form and function. I have attached a slightly modified version based on the comments made in the meeting. Please provide your further comments and any suggested revisions below. Also please note if you find a slide to be acceptable.
